You will see that it makes clear that once housing need has been assessed, Green Belt should be used as a constraint indicating that development should be restricted, that housing needs do not override constraints (such as Green Belt or AONB, or SPA, or SSSIs), and that local authorities do not have to meet housing needs assessed under the SHMA process in full. This is not new guidance but consolidates repeated ministerial letters, statements and comments.
